Are PDF Credentials Secure?

PDF, meaning portable document format, is a filetype primarily intended for sharing. Designed to preserve document formatting, PDFs are commonly used for distributing official forms and certificates. While convenient, the biggest downside of using PDFs is the lack of trusted security. 

How does PDF security work?

The most common method of securing PDFs is to use a password which protects the document using the AES algorithm with Cipher Block Chaining encryption. This is the most basic type of encryption, translating the plain text content into unreadable ‘ciphertext’ requiring a special key – the password – to translate back. This level of encryption is intended for limiting access or restricting features such as modification and printing. However certified or signed PDF documents, commonly used for delivering membership documents and certifications, cannot be encrypted in this way. 

How is PDF security flawed?

PDF encryption is insecure – an online search for ‘PDF security’ returns at least 3 results on ‘bypassing PDF security’. Whether dropped into a browser based security remover or opening and renaming a PDF via Mac’s preview application, passwords don’t prevent unauthorised access.

Beyond breaking passwords, even ‘secured’ PDFs can be easily edited by anyone with experience in photoshop or other image editing software. That means PDFs are vulnerable to any graphic design enthusiast, or even a school-aged child with an understanding of basic design editing. This creates additional work for teams that need to monitor for falsified or reproduced documents circling the web. 

How can PDF credentials be secured?

PDF security does not meet the expectations that official documents require. To create digital certificates that are protected against unauthorized editing, organizations need to find an alternative solution. What Are Stacked Credentials?

Stacked credentials are individual achievements that are combined over time to improve a learner’s employability or skill set. Stackable credentials aren’t a type of credential themselves but are simply a framework for accumulating knowledge. Using the framework, candidates build personal portfolios of knowledge and collect micro-credentials towards larger certifications.

How do stacked credentials work?

Consider the traditional degree; Over a period of two to four years a series of modules, lectures, exams, and coursework combine into a recognizable achievement. 

Stacked credentials are similar in that they can be stacked towards a greater achievement, but differ in that each completed credential is a recognizable reward. 

The Microsoft Excel course offered through McGraw-Hill is a good example of stacked credentials. Learners can progress through four levels of knowledge to gain the highest award – the black belt in Microsoft Excel. For each completed level of the course, the learner receives a digital badge to represent their new achievement. Adding the digital badges to a digital wallet card or badge backpack provides on-the-go proof of knowledge to prospective employers. 

In simpler terms, think of a stackable credential like a singular Lego brick. A box set of Lego bricks build a specific model, but builders aren’t restricted to simply one design. Lego bricks can be combined in a variety of ways to create a world of different models. 

Stackable credentials are the same. Learners can choose a ‘box-set’ of smaller courses to build towards an intended skill or design a personal portfolio of individual courses, relevant to their needs.

How are credentials stacked?

There are three ways in which credentials can be stacked:

  • Vertically
  • Horizontally
  • Hybrid


Vertical stacking is the most common in which a single topic is explored in advancing detail. For example, Microsoft Excel level 1, level 2, and level 3.

Horizontal stacking is the acquirement of knowledge across several topics. For example, marketing, data handling, Microsoft products.

Hybrid stacking is a combination of both vertical and horizontal stacking, where learners explore multiple topics in increasing levels of difficulty. For example, marketing level 1 and level 2 and Microsoft Excel level 1 and level 2.

With various ways of stacking available, learners have the freedom and accessibility to build their portfolio around their interests and personal ability.

Students looking for work in their chosen field prior to graduation have little to show for their efforts. What are Blockchain Credentials?

Blockchain Credentials are credentials that have been recorded against the blockchain to establish a heightened level of security and fraud prevention. Blockchain credentials are effectively impossible to forge or alter, and easy to verify.

What is the Blockchain?

The Blockchain is an incorruptible, decentralized digital ledger of economic transactions that can be programmed to record virtually any transaction of value – not just financial transactions. Anything written to the Blockchain can’t be altered in the future by any party. Accredible uses the Bitcoin Blockchain to store an immutable record of credentials, giving issuers the ability to verify credentials on the blockchain to help prevent fraud.

How Does the Blockchain Prevent Credential Fraud?

Different types of credentials have vastly different barriers to fraud. For paper credentials (certificates, diplomas), the barrier to fraud is understanding how to use Photoshop and printing tools. Secure digital credentials have a higher barrier to fraud, but require that the issuer has provided proper cybersecurity. For instance, Accredible offers bank-level digital security measures by default – it is as hard to hack Accredible’s digital credential security as it would be to hack a national bank.

With Blockchain security, the barrier to fraud is simultaneously hacking 51% of all global blockchain records. What that means is that credential records recorded to the blockchain are effectively impossible to change. Blockchain-recorded credentials cannot be altered, faked, nor spoofed. If someone does attempt to forge a credential, it won’t verify against the Blockchain record. With Blockchain security in place, third parties can be absolutely certain that a record hasn’t been altered since being issued. This dramatically improves fraud protection for any organization.

How Does it Work?

When you create a Blockchain-enabled credential, Accredible uses the information provided to create a series of numbers that represent that information. Accredible sends this information to the Blockchain and store it there. Whenever someone goes to verify a credential, Accredible checks the stored series of numbers against what the credential information generates today and make sure they’re the same.

Is Private Information Available on the Blockchain?

No private or personal information is stored on the Blockchain. The only thing stored on the Blockchain is a series of numbers mathematically derived from the credential information. Accredible can use this series of numbers to verify that the content displayed matches the original record.

A Model for Membership Organizations to use Both Digital Badges and Certificates

The question of where to use badges and where to use certificates can be challenging. Should an organization use just one, in which case which one, or should they use both? In our recent webinar with The International Association of Privacy Professionals, this very question came up, and they have developed a great model that we think is worthy of consideration by all membership organizations.

First of all, let’s recap on the two credential types.

Digital Badges

A digital badge is really a digital representation of a physical badge. It enjoys all the benefits of being digital, such as being sharable, verifiable, trackable, and having embedded metadata. Badges issued with Accredible are also compliant with the OpenBadge 2.0 standard, so they can be ported easily between platforms.

Designs typically resemble physical badges, as in the following example (although they do not have to):

Digital Certificates

Digital certificates are similar to paper certificates and usually look visually the same. They are available online and can be downloaded and printed, as well as enjoying the digital benefits described above for badges. Unique information (such as the recipient name, course details, etc) is usually visible on the certificate, unlike a badge. Additional information such as a transcript, work samples or references can also be attached.

How to use Both

To answer this question, let’s look at The IAPP again. In common with many membership organizations, the IAPP offers a range of formal training and certifications to its membership. An example is their “Certified Information Privacy Professional” certification. Before switching to Accredible, paper certificates were issued. It makes sense to use certificates (rather than badges) to recognize member achievement because:

  • Achieving the certification requires considerable effort over a period of time, and for the majority of users, a certificate with their name on it is perceived as more appropriate recognition than a badge
  • Traditionally this kind of achievement would have been recognized with a paper certificate and so there is better continuity when switching to this format
  • Many members wish to download and print their certificate for display, or to show to clients as evidence of their qualifications
  • Additional evidence such as work samples, transcripts, references etc can be attached
  • Details of the recipient, the course, the dates, etc can be displayed on the certificate


So how about badges? Most membership organizations engage with a variety of other people, be they members or not. They could be volunteers, employees, presidents, people who develop exam material, or volunteer board members. In other words they are people engaged in more specific service roles. For these people, badges makes more sense because:

  • They are a great way to recognize the contribution of these individuals
  • There is unlikely to have been anything in place beforehand, so there are no expectations to be maintained
  • They are less formal than a certificate


In using both, the distinction between the formal training and certification programs, and the less formal (but still important) recognition of contributions is maintained.
